Goals

Address human feedback: the milestone set was too thin for the real tech work, product-level milestones needed a separate percent-complete track, the layout needed to read landscape, and requirement IDs should render as individual badges. Then adopt the CaseTracker per-item design (at-a-glance dependency table, progress bar + risk, rich update log, verify, prev/next nav).
